For me, it's Paris in autumn. It may be cold at times, but it's a lot more romantic than seeing Paris in summer. The French riviera is a close second. But why choose? ;)

I was just in Paris in January, and it was such a great experience. I liked going in the winter time because we didn't really have to wait for anything. Next time I go though I have to spend more time there and not cram everything in within a 3 day stay. But to answer your question, I think what makes a spot romantic really depends on the person you are with. It could be in a restaurant for some and a theme park for another. When I was on the Eiffel Tower though, it was late at night and it just started to snow once we got to the top. In my opinion, that sounds like a romantic time for anyone, especially when you have wine to toast to while your at it.
